Probably because they use microsofts development tools, which means
their applications are dependant on microsofts runtimes libraries, and
microsofts runtime libraries do not support older versions of windows
because, with microsofts market penetration reaching saturation point
they are quite keen on turning to upgrade licensing as a key revenue
generator.
